NO NEW TAXES!
On Monday, January 25, the Board of Education adopted a resolution "determining to proceed with submission of a substitute tax levy." Collection of the two emergency levies generating $14.3 million and $4 million, respectively, per year, expire in Dec. 2010. The combined fixed-sum dollar amount of these levies, $18.3 million, which is approximately 26% of the MCSD operating budget.
A Substitute Levy is new to Ohio. A district can substitute or exchange an Emergency Levy renewal with a substitute levy. This Substitute Levy is identical to the original emergency levy with two exceptions - as new valuation growth is seen in the district by only new construction, the additional dollar value is added to the original value of the levy.
The Middletown City School District is facing a severe financial crisis. The Board of Education has determined that a substitute levy of $18.3 million, to replace two expiring levies totaling the same amount, must be placed on the May 4, 2010 ballot. This funding is vital to the future of the District; otherwise, Middletown will lose 26% of the district budget which will render the district to state minimum educational standards: shortened school hours, crowded classrooms, and cuts to bussing, extra-curricular activities, and more. These are cuts Middletown can ill afford if we are to continue to educate our children by today’s standards, while also revitalizing our city. As you know, the District is making progress academically. Test scores are up in reading and math, and the staff continues with its commitment to become rated “Excellent” on the school district’s state report card.
We must conduct a vigorous campaign to make sure our district voters receive all the information they need to support and pass the levy. As you know, such campaigns cost money and Ohio law prohibits the use of public dollars or tax funds for campaign purposes. Only private donations may be used.

Vital schools are important to keep our community attractive and to maintain good property values and a sound economy. But most importantly, good schools are an investment in our children and our future.
